Currently, telephone customers pay a monthly fee to ensure their number is not listed in the phone book or information.

A lobbyist for independent and smaller telephone service providers says the public utilities commission has set a cap on those fees, but consumer advocates say some company's fees for the service have nearly quadrupled in the past two years.

The Senate Energy, Utilities and Communications Committee approved the bill on a five to nothing vote. The bill moves to the appropriations committee for its next hearing.
