BAKERSFIELD, CA -- The man accused of crashing into a gas station and crushing a young woman was identified as a former Bakersfield Police officer.

According to Bakersfield city human resources, the driver arrested for DUI and hit and run was 30-year-old Kristofer Carter. He served on the police force from July 2006 until March 2012. He left due to industrial disability retirement.
The California Highway Patrol said Carter was drunk Monday afternoon as he sped west on Merle Haggard Drive. He first hit the center median and crashed into a row of bushes. He didn't stop.

"He ran a red light at Pegasus and also ran it [red light] here at Highway 65," said CHP officer Robert Rodriguez.

Witnesses said Carter was going 80 to 90 miles per hour before he turned right and jumped the curb into the Shell gas station. Leann Harris, 20, was operating a gas pump and never saw the truck coming at her.

"The girl was outside of her car," said Rodriguez.

"Unfortunately, she was unable to see that truck coming because her vehicle was in between her and the suspect vehicle as it came into the parking lot."

Harris was pinned between her car and the gas pump. Her family said she's in bad shape, but coherent. Harris has head trauma and spinal injuries.

"My youngest daughter was actually in the car and she walked away," said Harris's father Jeff Harris.

"Her sister saved her life. She didn't hear her, but her sister shut the door as she was about to get out."

Carter was arrested for DUI and hit and run after officers said he didn't stop after the first crash on the median.

"That fact that he's an officer or a former police officer, just really burns me up," said Harris.

"I don't wish anyone to have to go through this. The laws need to be a hell of a lot stricter than what they are. The guy got off today. $30,000 bail and he walked off. It really hurt today."

Bakersfield Police declined to comment on Carter's arrest.
